See, Chao Bullies are not real, per say. In Chao Adventure they are real, and also in the chao garden. In Chao Adventure 1-2, you will occasionally encounter a chao who wants to fight, and this is a bully chao. When in the chao garden sometimes, a chao will push another chao around and bully him. The best way to make right of this is to take that bully into the vmu, and DISIPLINE him! It may seem mean, but how would YOU like it if he was trying to KILL your favorite chao? Think about it...
